Dealers Development Study for the Crop Diversification Programme (CDP)

Detailed Narrative Description of Project & Services  provided :
The main aims of  the Crop Diversification Programme (CDP) are to improve the nutritional conditions and level of food self-sufficiency  in the country by increasing the production and consumption of pulses, tubers and oilseeds. Ninety Thanas  (administrative sub-districts formerly called upazillas) have  been targeted for CDP, located  primarily in the south central, south west and north west part  of the country. In order to reach these targets it is essential that farmers have reasonable access to variety of impacts and services such as farm  machinery, repair  services, seed,   fertilizer, chemicals, credit, fuel etc.  the sources of which are located  at  recognized Growth Centers, Haats or major towns. The process of  CDP also examines the  distributors mechanism of  agricultural inputs supplies  including  fertilizer in the CDP area.  The  Study  examined the present distribution mechanism of fertilizer in the CDP areas. It  identified, by examining the work of the sellers and distributors in the projects area, the inadequacies and  problems, relative to providing  reasonable services to clients both male and female. It  also  surveyed the knowledge and experiences of the operating in their respective trade and  their  need for training and also possibility of using dealers as support to GOB extension efforts by providing information on  their products.

  The work involved detailed description and analysis of the procedures of  transfer from Government agencies to FBCCI and its member-bodies (private sector, Chamber and Associations) of such regulatory functions as: Issue of  Trade License, Dealership License, Registration and Administration of Export Quota  for Garments.

The exercise involved outlining  and analysing efforts and initiatives (government and non-government ) both ongoing and  planned in  Bangladesh to implement  the recommendations and agreed plan of action of the United  Nations conference on Environment and Development  ( UNDCED June ' 92 ).

The objective of the study included documentation and analysis of the personnel system and policy with regard to recruitment, promotion and transfer of personnel  in the Ministry of Education and the agencies under it, identification of the issues and problems and suggestions  for short and long-term solutions to increase  the efficiency of  the  system.

Detailed Narrative Description of Project & Services  provided :
  The task in this assignment, was to identify the problems of decision- making in the public administration sector by analysing decision-making issues, including responsibility and authority for both policy and administration and decentralization both vertically and horizontally. Identification of the problems in decision-making was designed to lead to practical and implementable recommendations for solving these problems.

The objective of the study was to examine the process of  choosing public representatives in Bangladesh from a historical and macro persective.  One of  the main goals of the study was to analyse if the process has so  far contributed to political maturity and development in the country. The process of administration of the public  representation system and functioning of the election tribunals were also  examined.

Building Operational Strategies of  Sustainable Development upon People's Initiatives Management  and Development of Local Resources
Client: 
Asian and Pacific Development  Centre (APDC), Malaysia.
Detailed Narrative Description of Project & Services  provided :
In no other country is the issue of sustainable development so relevant & more urgent, as it is Bangladesh. This urgency is dictated by the fact that the pressure of livelihood here is increasingly putting ever more pressures on the natural resources like land, water & energy. This vicious cycle can only be broken by another cycle an integrated one which links such vital factors as production, environment, literacy, health, family planning in an effort to break the pessimistic scenario that inevitable awaits if energetic efforts are not undertaken on a sustained basis. This project aiming at sustainable development has this integration as the focus of its programmes, action & intentions. The experience gathered in this field in Bangladesh (as elsewhere in other developing countries) & a stick-taking of innovations as well as augmenting & constraining factors in achieving the target objectives, also form parts of the theoretical & practical study.

The study was mainly designed to identify current issues problems with respect to recruitment, promotion and transfer of staff as a whole for the education sector, more specifically for the primary sub  sector. The study also concentrated on some issues which are crucial in terms of personnel management in  the education sector and  resolving  these issues would bring efficiency  in the sector.
